Driver of Truck Hits Bicyclist and Leaves the Scene

Deputies Locate Suspect Vehicle, Arrest Female Driver for DUI, Felony Hit and Run

 

Spokane Valley Deputies responded to the report of a vehicle/bicycle crash.  The suspect vehicle fled the scene and did not stop as required by law, leaving the injured bicyclist lying on the road.  During the investigation, Deputies and Liberty Lake Police Officers searched for the suspect’s truck, which was located.  The adult female driver, suspected of driving while impaired, was arrested for DUI and felony Hit and Run.  

 

On October 3, 2024, at approximately 4:50 pm, Spokane Valley Deputies responded to the report of a crash involving a vehicle and bicyclist who was legally attempting to cross the busy roadway.  Callers reported the driver of the white Ford F150 fled the scene, and the bicyclist was lying in the roadway, bleeding from his head.  

 

Deputies arrived and began investigating the incident while Spokane Valley Firefighters and AMR provided medical treatment.  The bicyclist was transported to the hospital for additional treatment and evaluation for his injuries, which appeared to be non-life-threatening.  

 

Deputies determined that the driver of the F150 was a white female.  Based on witness statements and video surveillance footage, they also provided a more detailed description of the suspect’s vehicle via radio.

 

At approximately 5:30 pm, a Deputy observed an F150 that matched the suspect vehicle’s description and conducted a traffic stop near Broadway and Sullivan.  He contacted the driver, identified as 44-year-old Lisa M. Winnop.  As they spoke, he observed indicators of possible impairment, including watery/bloodshot/droopy eyes, slurred speech, and a strong odor of intoxicants coming from her breath.          

 

Deputies also observed signs consistent with the truck colliding with a bicycle, as the Traffic Unit Investigators described.

 

Winnop declined voluntary field sobriety evaluations.  With probable cause established, Deputies took Winnop into custody for felony Hit and Run and DUI.  Winnop ultimately refused to provide a breath sample, so Traffic Unit Investigators applied for and granted a search warrant to obtain a blood sample.    

 

Winnop was transported and booked into the Spokane County Jail for felony Hit and Run and DUI.  She is scheduled to appear in Spokane County Superior Court this afternoon.
