Flock ALPR Alert Leads Deputies to Stolen Vehicle
 During, Deputies Assisted an Injured Female & Rescued an Unwanted Puppy 

Spokane County Sheriff’s Office Deputies responded to a Real-Time Crime Center (RTCC) Flock Automated License Plate Reader (ALPR) alert regarding a stolen vehicle in North Spokane.   They scoured the area, located the van, and contacted several individuals.  Three suspects were arrested for various charges.  

While investigating this incident, Deputies contacted an adult female and found she was bleeding from her head.  They assisted her and requested medical personnel to assist.  As she received medical aid, Deputies noticed a puppy in her vehicle.  She explained she had been given the puppy earlier and was unable to care for it.  She was transported to the hospital for additional care while Deputies took care of the puppy until SCRAPS arrived.        

On September 10, 2024, at approximately 10:25 pm, Deputies received an RTCC Flock ALPR alert regarding a reported stolen U-Haul van with Arizona license plates.   They began searching the area and located the U-Haul in the parking lot of Safeway on W. Francis Avenue.  

With additional Deputies in the area to assist, they converged on the van, blocking avenues of escape to prevent a pursuit.  

Deputies contacted and detained 42-year-old Leslie R. Davis, 32-year-old Nataliya R. Willard, 42-year-old Jarad K. Eggman, and an additional adult male.    

Through the investigation, Deputies confirmed the U-Haul was reported as stolen on September 8, 2024, in the City of Spokane.  They also learned that on September 4, 2024, Davis and Willard rented/borrowed the U-Haul from the original renter (victim), but they were supposed to return it to him the next day.  The victim extended the return for an additional day at their request.  

Davis/Willard would not return several texts or other attempts by the victim to contact them and did not return the van.  Davis/Willard eventually paid the victim, who was being charged daily for the van rental, $110 on September 6, 2024, but they still did not return the van.  The victim stated he did not want to get Davis/Willard in trouble, but they would not communicate or return the U-Haul despite several attempts and warnings.  Finally, he reported the U-Haul as stolen on September 8, 2024.    

Willard initially lied to Deputies about her identity, using her sister’s name.  A check of her real name showed two valid misdemeanor warrants for her arrest.  Willard tried to say she didn’t lie about her name and only used her sister’s name to avoid charges for her involvement with the stolen U-Haul.    

Davis was transported and booked into the Spokane County Jail for Possession of a Stolen Motor Vehicle and Theft of a Motor Vehicle.  After appearing in Spokane County Superior Court, Commissioner E. Cruz set his total case bond at $2,500.

Willard was transported to the Spokane County Jail for charges of Possession of a Stolen Motor Vehicle, Theft of a Motor Vehicle, Identity Theft, and her two misdemeanor warrants.  Willard was refused at the jail by staff due to previous medical issues.  She was released from custody and transported to the hospital for additional care by AMR.  A charging request for the new charges was submitted to the prosecutor’s office, and her misdemeanor warrants remain active at last check.  

Deputies determined Eggman and the additional adult male were not involved in the theft or possession of the stolen U-Haul and were not charged.  

However, Eggman was found to have an active misdemeanor warrant for his arrest.   He was transported to the Spokane County Jail for the warrant, but he was also refused entry due to an untreated injury/previous medical issue.  He was released and transported to the hospital by AMR for additional treatment.   His warrant remains active at last check.      

The U-Haul was released to the victim after he responded to the scene.  

Additional Information/Incident

While Deputies investigated the stolen U-Haul, they contacted an adult female who was bleeding from her head.  They immediately requested medical assistance to have the female’s wound and condition evaluated.  As she was being treated, Deputies noticed a puppy in her vehicle.  

After speaking with the injured female, Deputies learned she hit her head on her door/car, which caused the apparent injury.  When asked about the puppy, she explained that someone near 2nd and Division had given it to her earlier (approximately 20 minutes before), but she couldn’t take care of it and didn’t want it.  

Deputies contacted SCRAPS and relinquished the puppy to the responding Officer, hoping the puppy would find a new and safe home.  

The injured female was transported to the hospital for additional care and treatment.
