Suspect Arrested for Threats to Kill, Unlawful Possession Firearm, Possession of Controlled Substance with Intent to Deliver, and Obstructing

 

Spokane Valley Deputies responded to the report of a suspect, known to carry a firearm, threatening to kill the victim and selling drugs to others, including juveniles.  Through the investigation, Deputies obtained a search warrant and recovered a loaded pistol and ammunition, drugs, equipment associated with the sale of drugs/narcotics, and drug paraphernalia.  The suspect was arrested and charged with Harassment-Threats to Kill (felony), Possession of a Controlled Substance with Intent to Deliver (felony), Unlawful Possession of a Firearm 2nd Degree (felony), and Obstructing (misdemeanor). 

 

A second suspect was arrested for possession of a controlled substance.  She was issued a criminal misdemeanor citation and released at the scene.   

 

A Deputy received a minor injury, a laceration on his leg, at the conclusion of the foot pursuit when he took the suspect into custody.     

 

On August 3, 2024, at approximately 12:00 pm, Spokane Valley Deputies responded to a report of a suspect threatening a victim with a gun and that the suspect was selling drugs/narcotics in the 10000 block of N. Colfax Road.  

 

After arriving to talk with the victims, Deputies observed three people (1 female and 2 males) walking north on Colfax Road.   As they walked by the Deputies, they asked the subjects what was happening.  The group approached the Deputies and explained that the female in their group planned to participate in “mutual combat” with another female down the street.   The female, a 17-year-old juvenile, was detained for further investigation.  The two males were told to leave if they didn’t want to identify themselves as part of the investigation.  One male verbally identified himself as 19-year-old Joshua Tulley, the person the victims had earlier identified as the suspect threatening them with a gun and selling drugs/narcotics.

 

Deputies informed Tulley he was now not free to leave as he had been identified as a possible suspect in their investigation.   Knowing Tully was reported to be armed with a pistol, they advised Tulley that he was going to be placed in handcuffs, but instead of complying, he began to back away from Deputies.  Deputies again told Tully he was not free to leave and was detained.  Tully turned and chose to try to flee on foot, with Deputies giving chase.  During the chase, Tulley reached toward his waistband, a common location for people to conceal firearms.  A Deputy caught Tulley, pinned his arms against his body, and took him to the ground.  Tulley was placed in handcuffs and searched, but Deputies did not find a weapon.   

 

One Deputy received a laceration to his knee when he took Talley into custody.  He was provided medical treatment for a minor wound.

 

As the investigation continued, Deputies developed probable cause to obtain a search warrant for Tulley’s apartment and a vehicle he was associated with. 

 

Deputies recovered a loaded Jimenez .380 pistol, drug scales, pills, powder believed to be cocaine, suspected cannabis dabs, cannabis/marijuana, ammunition, and $980 in cash.  With Tulley not being 21 years of age, he cannot legally possess a handgun.   

 

A female, identified as 27-year-old Selena S. Thompson, was contacted in the apartment.  She was found to be in possession of a controlled substance, issued a criminal misdemeanor citation, and released at the scene.   

 

Deputies seized the property, along with other items, as evidence. 

 

Tulley was transported and booked into the Spokane County Jail for felony charges of Harassment-Threats to Kill, Possession of a Controlled Substance with Intent to Deliver, Unlawful Possession of a Firearm 2nd Degree, and a misdemeanor charge of Obstructing.  During probable cause review over the weekend, Spokane Superior Court Judge J. High-Edward set Tulley’s total case bond at $2,500.  He is scheduled for a first appearance hearing this afternoon.
