Sheriff Nowels Welcomes Six New Entry Level Deputies
And Two Lateral Deputies
On March 7, 2025, Spokane County Sheriff John Nowels swore in six new Entry Level Deputies and two Lateral Level Deputies at the Spokane County Sheriff’s Regional Training Center. Please help us welcome Deputy Kelly Ruebke, Deputy Keenan Ross, Deputy Mason Pistole, Deputy Ian Sauve, Deputy Thomas Fest, Deputy Dakota White, Deputy Rhiannon Delvechio, and Deputy Ian McCollum to the Spokane County Sheriff’s Office.
Entry Level Deputies
Deputy Rhiannon Delvechio is 21, was born in Moses Lake, Washington, and raised in Spokane. She was previously a Spokane Police Department Cadet Volunteer and has been employed as a Spokane County Sheriff’s Office Technical Assistant 2 since 2023.
Deputy Thomas Fest is 25 and was born in Warrensburg, Missouri. He attended two years of high school in Yokota, Japan, and completed schooling at Reardan High School in 2017.
Deputy Ian McCollum is 38 and holds an AA Degree in Criminal Justice. He volunteers at the Central Valley Homeschool Co-op and recently decided to pursue his ambition to work in law enforcement.
Deputy Kelly Ruebke is 26 and was raised in Coeur d’Alene, Idaho. She obtained an AA Degree from North Idaho College, and since 2023, she has served as a United States Navy Reservist. She previously worked as a Detention Officer with Spokane County Detention Services prior to joining the Sheriff’s Office.
Deputy Keenan Ross is 24 and originally from Colorado but moved to Spokane with his family in 2024.
Deputy Dakota White is 29 and was born in Colfax, Washington, and raised on his family’s farm in St. John, Washington. He obtained an AA degree in Applied Sciences from Spokane Falls Community College in 2016.
Lateral Level Deputies
Deputy Mason Pistole is 23, born in Edmonds, Washington, and raised in Mount Terrace, Washington. He earned an AA Degree from Shoreline Community College and has worked for the last three years as a Patrol Officer with the Everett Police Department, where he was a member of the SWAT Team.
Deputy Ian Sauve is 34 and was born in Redmond, Washington. He previously worked at the Bellevue Police Department for six years and the Cheney Police Department for two years before bringing his experience to the Spokane County Sheriff’s Office. He is a certified Field Training Office (FTO), Defensive Tactics Instructor, and a Taser Instructor.
