ARLINGTON, Va. (AFNS) — The Department of Defense released the memorandum Additional Guidance for Executive Order 14183, “Prioritizing Military Excellence and Readiness” identifying that on Feb. 26, 2025, the Office of the Under Secretary of Defense Personnel & Readiness directed that the medical, surgical and mental health constraints on individuals who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria are incompatible with the high mental and physical standards necessary for military service. Service members subject to the requirements in OUSD (P&R) Memorandum, “Additional Guidance on Prioritizing Military Excellence and Readiness,” released Feb. 26, 2025 are encouraged to elect to separate voluntarily no later than March 26, 2025.
The first option to elect for voluntary separation is to apply on-line. To apply on-line, access the vMPF and click on the Self-Service Actions link then select “Voluntary Separation”. Click Next then complete the steps in order. After completing the steps, submit your request to your unit commander or equivalent.
For members who do not have access to the on-line application process, please prepare DAF Form 31, Airmen/Guardians Request for Early Separation, for enlisted or DAF Form 780, Officer Separation Actions, for officers for separation or DAF Form 1160, Military Retirement Actions, for retirement. Obtain your commander’s endorsement. For separations take the form to your local MPF and have them submit via a CMS case. For retirements have your commander or first sergeant use encrypted email to submit the form to the AFPC Retirements and Separations branch at the following address: afpc.dpmssr.retirements@us.af.mil.
