Uncooperative and Barricaded Male In Crisis Arrested with the Assistance of Sheriff’s Office Special Operations Group
Spokane County Deputies responded to a person with a weapon call in the 10700 block of W. Geiger Blvd. The suspect, who was believed to be in crisis and armed, was uncooperative and refused to leave his camper. Spokane County Sheriff’s Office SWAT Team, Crisis Negotiators, Behavioral Health Units, and additional law enforcement assets responded to help end this dangerous situation peacefully. The suspect was successfully taken into custody without anyone being injured.
Following the investigation, the suspect was booked into Spokane County Jail for felony Harassment-Threats to Kill, and Possession of an Unlawful Firearm.
On October 30, 2024, at approximately 3:35 pm, Spokane County Sheriff’s Deputies responded to the 10700 Block of W. Geiger Blvd regarding a reportedly armed person who had threatened to kill the victim.
Upon arrival of Deputies, the victim said the suspect, later identified as 39-year-old Jessie J. Marshall, entered the victim’s motorhome and accused him of stealing a firearm. During the argument that ensued, Marshall, who was holding a baseball bat, threatened to smash the victim’s head in if he didn’t get the firearm back. Concerned for his safety and life, the victim tried to calm Marshall down, but Marshall repeated his threat several times. Eventually, Marshall, persuaded by an adult female, left the victim’s motorhome.
The victim and a witness expressed concerns about Marshall’s increasingly aggressive behavior and that he had previously made a vague threat that people were going to die. Deputies confirmed which camper belonged to Marshall and that he may have a shotgun inside.
With probable cause established to charge Marshall with felony Harassment, knowing he was apparently in crisis, and with information that he may have a shotgun or possibly a rifle in the camper with him, Deputies planned to call him out instead of approaching.
However, as they developed a plan, Deputies observed Marshall walking nearby. A Deputy and an Airway Heights Officer (BHU, partnered with a mental health professional) called out to him, but Marshall was not cooperative; he clenched his fists and took a fighting stance. After being told to stop and warned a Taser would be used, Marshall turned, jumped a fence, and ran back toward his camper. Deputies tried to cut off his ability to enter his trailer where he could possibly arm himself, but they were unsuccessful despite two ineffective Taser deployments.
With Marshall being uncooperative and now barricaded inside with possible access to firearms, the SWAT Team, Crisis Negotiators, K9 Units, EDU, Air Support Unit UAS operators, and additional resources responded to the scene. Deputies also worked to obtain a search warrant, which was later granted.
SWAT arrived, relieved patrol units, and, with Crisis Negotiators, established communications with Marshall while PA announcements were given, advising Marshall to surrender peacefully.
After hours of negotiations, including personal messages from family members urging him to surrender, Marshall remained defiant, and chemical irritants were deployed. Additional announcements advising Marshall to surrender peacefully were given, along with use-of-force warnings and clear instructions.
Minutes later, Marshall exited the trailer but refused to follow commands. Using less lethal means, Marshall was safely taken into custody by SWAT members at approximately 7:45 pm.
Marshall received medical aid, and after being cleared, he was transported and booked into the Spokane County Jail.
As the investigation continued, Deputies located and seized the baseball bat and a modified short-barreled 12 ga shotgun, in violation of RCW 9.41.190, inside Marshall’s camper.
Marshall was charged with felony Harassment-Threats to Kill and Possession of an Unlawful Firearm, also a felony.
